This is front page of samisdat "newspaper" (by the way, I was one of authors of its content and I was working to print it, too). Samisdat newspapers in Poland during communist times 1945-89 were published against regime law, without copyright, mostly without true names of authors and regarding of this reasons nobody is owner of copyright of it. I was deliberating to use PD-user or PD-ineligible - both would be true.
On the picture we see front page with list of content (W numerze:) and short editorial comment (signed Redakcja - i.e. "Redaktion") - there is nothing, what could be attached to any person or any existing organisation as the copyright owner. As you know, copyright should protect the interests of the authors, and not be an end in itself. Publication of this picture does not hurt anybody's rights.
I know it could be difficult to understand for people living in legal countries all their life, but 80's in Poland were quite unnormal.
- Indeed; if it would be deleted it would be perfect example of a copyright paranoia taken to the extreme.
