You should be aware that what we are making here is an encyclopedia. It is not a collection of biographies. That means that to qualify for an article a person should have done something notable, that brings them to a worldwide or at least nationwide audience. If they haven't done that then there should be no need to write an article about them.
Likewise if someone doesn't have an article then they should not be listed in the deaths and births pages. More 100,000 people are born or die every day, and we can't list all of them.
